Sir Francis completed his degree in Bachelor of Science in Accountancy at Polytechnic University of the Philippines in May 2012. He passed the CPA Board Examination on October 2012, with passing rate of 91.29% placing rank 17.

He started working as an Audit Associate at Diaz Murillo Dalupan & Company, CPAs then worked as a Manager at Roxas Cruz Tagle & Company, CPAs (BDO Global), Manager at Mazars in Ireland under the Public Interest Entities Group and Mazars in the Philippines under Audit and Assurance Group. He handled the audits of various industries such as: Not-for-profit, Societies, Charities, US and Australian-funded NFPs, Listed Companies, Real Estate, Charities, Logistics, Mutual benefits, Manufacturing and Electric Distribution Utilities, among others.

He recently joined VVC in September 2023. He is a member of the Association of Certified Public Accountants in Public Practice (ACPAPP), Philippine Institute of Certified Public Accountants (PICPA), and Former Member of PICPA Publishing Committee.
